With the SEC’s EDGAR Next transition deadline fast approaching, filers have until 15 September 2025 to complete enrolment or risk losing immediate access to the EDGAR system.
EDGAR Next introduces a more secure and modernised filing environment, requiring users to log in using Login.gov credentials and multifactor authentication. Enrolment has been open since 24 March 2025, allowing filers to transition early and access new features such as role-based account management and optional application programming interfaces (APIs).
Filers who have not enrolled by 15 September will be locked out of the system until they do. However, late enrolment will remain available until 19 December 2025, after which any filer who has not completed the process must submit a new Form ID to regain access.
To enrol, filers must ensure they have a valid Central Index Key (CIK), an up-to-date Confirmation Code (CCC), and a passphrase. They must also designate at least one, preferably two, Account Administrators, whose credentials must match their Login.gov account information. These administrators will be responsible for managing user access and system permissions on an ongoing basis.
On 26 August, the SEC released a recording of its EDGAR Next Webinar which can be viewed via YouTube at the following link: SEC’s EDGAR Next Webinar, Enrolment and FAQs.
Key Enhancements with EDGAR Next
EDGAR Next also introduces a significant update in role-based access control, with the option to assign user various roles. In addition to the mandatory Account Administrators, other roles such as technical administrators (particularly for API users), standard users, and delegated entities, can be assigned. Amongst other things, this means users can now delegate certain filing responsibilities to trusted partners or filing agents, ensuring a smooth, more flexible filing process.
Another important feature is the annual certification requirement. Account Administrators must confirm that all individuals and entities listed on the dashboard are authorized to act on the filer’s behalf and that all information is accurate. Filers can choose from one of four quarterly certification deadlines (March, June, September, or December) but failure to certify within three months will result in account deactivation.
Tips for New or Future EDGAR Filers
Firms that have never filed with EDGAR but plan to do so in the future must now onboard through the EDGAR Next framework, as the old system is no longer available for new access.
Submit a Form ID
The first step is to submit a Form ID through the updated process, which requires a Login.gov account with multifactor authentication. It is essential for firms to establish clear internal protocols to determine who will serve as Account Administrators, since they will be responsible for managing credentials, filing permissions, and the annual certification process.
Governance and access
New filers are advised to establish internal governance around EDGAR access early—especially if the company anticipates working with multiple users, filing agents, or delegated entities. Maintaining accurate and up-to-date records of user authorisations is critical, and care should be taken to ensure that all user information exactly matches respective Login.gov profiles. Even small discrepancies can cause delays in approval or prevent users from accessing the system.
Advance planning
For firms not yet ready to file but wishing to prepare in advance, it is wise to create Login.gov accounts for intended administrators now – even before submitting a Form ID. These accounts must be created individually by each user, as they are tied to personal identity verification. Firms in the early planning stages should also consider reviewing the EDGAR Next beta environment and the SEC’s instructional materials, which provide helpful guidance on navigating the new system.
Annual certification obligation
Finally, it’s important to plan for the annual certification requirement once an account is activated. Even firms with infrequent or minimal filing activity must confirm the accuracy of their account information each year. Aligning internal compliance calendars with the SEC’s certification schedule will help prevent inadvertent deactivation and ensure uninterrupted access to EDGAR.
